Download quota is something that we do not have control over. However, this does not mean you cannot download the files.
Select all the files > Right Click > Make a Copy
Now go to your drive, and download the newly created files whose names begin with "Copy of ..."
*Do note that this action uses storage on your google account so take care of that as well.
